Did France get its way to end the ePrivacy deadlock?

As EU ambassadors reach a deal on the e-Privacy reform after four years of negotiations, reports emerge that the cause of the deadlock was partly related to a dispute between France and Germany about whether mass surveillance should be legal under national data-retention legislation.
