The Hungarian presidency of the Council of the EU has failed to reach a consensus on the controversial proposal for a child sexual abuse material (CSAM) regulation at a meeting on Wednesday despite presenting a compromise note seeking to make progress at the technical level.
The aim was to secure an agreement by October, however, Poland and Germany remain opposed to the proposal, while other member states also have concerns. Given that the voluntary regime expires in mid-2026, time is running out.
