"The number of legal instruments in place is staggering. The complexity and uncertainty surrounding their compatibility with one another, or sometimes lack thereof, raise many unprecedented – and to-date unanswered – questions." Roccia concludes that success will ultimately depend on streamlining Europe's digital governance structures and weaving them together.
