The Hungarian Presidency of the Council of the European Union has introduced a new compromise text to address concerns regarding privacy implications in the proposal for a child sexual abuse material (CSAM) regulation. The updated text, dated 9 September, narrows the focus of detection to known material, i.e. content that's already in circulation, rather than new material not yet identified. The new text would also place requirements on providers of messaging/communications services and platforms to ensure CSAM is detected before it is sent or delivered to other users.
