2025 AI Adoption & Risk Survey reveals growing leadership concerns

As the adoption of artificial intelligence (AI) technologies reaches record levels, new research conducted by Gallagher Re has revealed growing concerns among business leaders, with 68% of leaders seeing AI as an opportunity, down from 82% last year, while the number of business leader that view AI as a potential risk has doubled to 11%. This comes as 64% of businesses have begun testing generative AI, up from 54% in the previous year.

The 2025 Attitudes to AI Adoption and Risk Survey also highlights a significant skills shortage and ethical concerns as primary obstacles to AI adoption, with compliance issues replacing technical infrastructure challenges from the previous year. 

Successful AI implementation requires a multidisciplinary approach, including IT, data privacy, legal, and risk management, with human oversight to mitigate unintended consequences. 85% of respondents have implemented job protection strategies, primarily to retain and encourage creativity.

Key challenges identified include:

  • Skills and expertise shortage to implement and manage AI systems (30%)
  • Ethical use and data protection considerations (30%)
  • Navigating complex regulatory landscapes (27%)
  • Costs and technical demands of AI infrastructure (26%)
  • Gaining employee trust and buy-in (25%)
  • Identifying use cases and recruiting talent (25%)
  • Securing senior management support (18%)
