The Information Commissioner's Office (ICO) has issued a formal reprimand to the London Borough of Hackney (LBoH) following a ransomware attack in 2020. The attack affected over 280,000 residents, other individuals, and staff, in violation of Articles 5(1)(f) and 32(1) of the UK General Data Protection Regulation (GDPR).
The attackers gained access to over 440,000 files and exfiltrated 9,605 records, including personal data and special categories of data. In response, LBoH said that the attack "posed a meaningful risk of harm", particularly to 230 data subjects whose data was exfiltrated. Following an investigation, the ICO identified examples of lax security and processes to protect personal data.
