ICO reprimands Electoral Commission over 2021 cyberattack

The Information Commissioner's Office (ICO) has issued an official reprimand to the Electoral Commission (EC) following the August 2021 cyberattack that resulted in Chinese-backed hostile actors gaining access for over a year to the data of almost 40 million UK voters. Following an investigation, the ICO found the EC failed to implement appropriate technical and organisational measures, including ensuring its servers were patched with the latest security updates. Despite the severity of the personal data breach, which was an alleged violation of Articles 5(1)(f) and 32(1)(b), the ICO decided not to issue a monetary penalty.
