If the reforms are enacted, it will make it harder to bring successful legal challenges against the government by increasing the cost burden rules on standing, which could discourage Non-Governmental Organisations (NGOs) from pursuing cases. The MoJ document continues the "unprecedented assault on our legal rights, including in the Judicial Review and Courts Act and through ongoing proposals to scrap the Human Rights Act," according to Charlie Whelton at Liberty.
