NHS Digital's former chairman has warned that the merger between the agency and NHS England poses a risk to the privacy of 55 million citizens' medical information. Kingsley Manning said the decision to merge the two agencies last year was a "retrograde step not least in the context of this government's clear intent to weaken the constraints on the use of patient data." Manning claimed the merger created additional barriers for citizens to ask about the use of their data.
