Privacy Shield 3.0 could include rights to appeal

Officials from the EU and US are approaching a resolution over the long-running transatlantic data-sharing negotiations. A novel approach is being explored that could offer EU citizens the right to submit a complaint to an independent judicial body where they believe US security agencies have unlawfully handled their personal information. If this approach is adopted,  EU citizens will have more privacy rights in the US than Americans enjoy in their own country.
