On Tuesday, 25 February 2025, the Tony Blair Institute and The Entrepreneurs Network published their plans for the proposed UK National Data Library (NDL).
The NDL, backed by Number 10 Downing Street and developed in partnership with the Department for Science, Innovation, and Technology (DSIT), aims to facilitate data sharing between government departments and enable policymakers, researchers, and businesses to use linked datasets across key sectors like healthcare, employment, and infrastructure.
In addressing long-standing issues surrounding fragmented systems and inconsistent data-sharing frameworks across the public sector, the NDL, along with the government's AI Opportunities Action Plan, have the potential to transform public services, science and economic growth.
During the first six months, the implementation will focus on improving access to existing data and streamlining approval processes before moving on to expand infrastructure and governance, including legal changes to support responsible data use. The NDL is expected to be fully integrated into government systems, enabling applications like personalised healthcare and AI-driven policymaking within 5 years.
The report indicates that an initial investment of £200 million on ten high-impact use cases could see returns exceeding £1 billion, with projected long-term benefits reaching up to £13 billion annually.
